This says these can be permanent extenders, how would this be done?
Yasssss! They are amazing as HH extenders! You simply cut the dread off at the weft, then you can stitch them onto your dreads or use a crochet method to attach them. Personally, I like this method: http://www.doctoredlocks.com/permanent-extenders...

Two questions: How many locs included? Can these be made with curly ends for a more goddess/boho look?
There are 48 dreads in this bundle, 265g so quite full. The ends can be curled or straightened with hot tools for a lot of different looks. They are really great.
